I've seen that guy at the ren fair in Dallas, which may or may not be what's in the background. Even better, there was a guy whose act is insulting people for money, and he spent at least 15 minutes talking about the guy in the costume. It was great!

In the background is actually The Teas Renaissance Festival - held yearly in Magnolia, Texas (Near Houston). I have been going every year for about 6 years now, and that guy is still definitely one of the best dressed. Believe me there is a lot of crazy stuff there though.

Actually he doesn't dress up ONE day a year, it's more like every single weekend in October and November. And that is the jousting arena at the Texas Renaissance Festival near Houston.
